Analyzing the Distribution Characteristics of Public Sector Digital Transformation Projects in the AI Transformation Era: The Case of Seoul Metropolitan Government

Purpose: This study examines the distribution characteristics of public sector digital transformation projects in Seoul in the context of the AI transformation era, through an analysis of smart city–related informatization initiatives. In this study, “distribution” refers to the structural allocation of projects across organizational units, functional categories, stages of digital transformation, and technological application domains. Research design, data and methodology: Using secondary data, 688 informatization projects from 83 organizations and 124 digital transformation initiatives from the 2024 New Year’s Work Plans were analyzed using cross-tabulation and chi-square tests. Results: Seoul’s digital transformation is largely focused on system maintenance and technological advancement, with advanced digital technologies widely applied to improve administrative efficiency and expand citizen-centered services. However, workforce development and organizational culture innovation remain relatively underemphasized. Conclusions: Future digital transformation policies in Seoul should adopt a more balanced and integrated approach that combines technological innovation with strategic efforts in workforce development, organizational reform, and enhanced interaction with citizens. The analytical framework and empirical findings presented in this study can serve as a foundation for self-assessment and evidence-based policy formulation. By strengthening the alignment between digital technologies, human resources, and organizational processes, Seoul can reinforce its position as a model for sustainable digital governance.
